I think this event is associated with the Fiesta Pan y Queso (aka Paniqueso) de Quel. There is virtually no information, although I see announcements for the 2013 Encuentro. So I’m taking most of the information from those.  I can’t seem to find the Quel city website either.  Apparently the Paniqueso fiesta started in 1479 and is one of the oldest in Spain.
